No inflation in six years?

The city hasn't raised the price of parking passes in six years, and the downtown board is suggesting an increase could help offset the money the city's losing by offering two hours of free on street parking.
According to the downtown board, parking passes in Guelph range from $20 to $60 a month. In Kitchener they go from $57.37 to $103.26; in London from $39 to 100 and in Waterloo from $50.16 to $81.78.
In Guelph, 93 people are on the waiting list for parking passes.
Update on monthly rates:
Guelph $20 to $60
Kitchener $60.81 to $109.46
Waterloo $54.52 to $89.20
London $46 to $100

And bus passes have gone up how much in the same time-period? ;) Bus fare was $1.50 when I moved into this house a few years ago...
Another question I'm starting to ask on this topic, and a query to Via Rail has me all that much more curious:
Quite exactly how does the city propose to build the transit hub downtown at the site of the Via/Greyhound station?
According to a Via rep I traded emails with, they have no formal agreement with the city to turn over the parking lot or otherwise to cooperate to build the transit hub. The station is owned by Via, the lot is owned by CN and leased by Via, and the tracks are owned by CN and leased by GEXR.
No wonder the transit hub keeps getting delayed...
