City staff have brought to my attention that today’s story on David Kennedy’s compensation wasn’t entirely clear. Here, for the sake of clarity, is the chronology:
- the Mercury asked the city for documents related to David Kennedy’s departure
- the city denied access to the records
- the Mercury appealed
- the information and privacy commission responded to the appeal, first through mediation and, when that failed, through adjudication
- the commission ruled the city needed to release some, but not all, of the documents requested. Details on what they decided to release are here

Not entirely clear? :-) What expectation would there be that we get even half-way towards anything being entirely clear?
What I want clarity on is this: Is Dave still on the city payroll? Does he still have the same benefit package in place until such time as he does actually resign? Does this seem just a little bit like Mr. Dion's resignation?

Here's what the settlement agreement says:
"The employer shall continue the employee's current regular salary of $141,607.28 per annum, less appropriate deductions, on a biweekly basis, and shall continue its portion towards pension and existing health and welfare benefits (excluding short and long term disability), and life insurance coverage in which the employee is currently enrolled, until the earlier of Dec. 31, 2009 or when the employee secures alternate employment."
