City employees should finally move into new city hall in mid-March, according to a document going to council on Monday.
To date, 18 subcontractors have returned to work on the site, under post-Urbacon general contractor Alberici Constructors Ltd.
Two subcontractors would not return and five more are ready to come back after finalizing an agreement with the city.
The document also says there was about $2.4 million worth of work remaining when Alberici took over.
It also says the city's consultant team found $500,000 worth of deficiencies.

BY THE NUMBERS
To date 182 change orders have been approved (these are what Urbacon was complaining about) at a cost of almost $3 million.
The total project commitment is $52.3 million, with almost $40 million spent to date.
Back when the Urbacon contract was approved by council in 2006 (by the previous term of council) the entire project (new city hall and turning old city hall into the courthouse) was budgeted $42 in total.

Murray McCrae, manager of corporate property for the city presented this report at council tonight.
The presentation with new pictures inside the building was called "new city hall: the inside scoop." The name got a laugh.
An interesting point that came up was that the architect was sending lists of construction deficiencies to Urbacon each month and many weren't fixed. The new general contractor is now working to fix $500,000 in deficiencies.
I also asked the city lawyer several questions about the ongoing lawsuit and how much the city has paid out to subcontractors, including those who filed liens and statements of claim against the city.
The answers are that nothing can be disclosed because it could compromise ongoing legal matters. All the liens are being case-managed by the Ontario Superior Court of Justice together with
the Urbacon litigation.
