In my previous post running down some of the proposed cuts contained in Tuesday night's staff presentation, I should also have mentioned there was a total of $1.3 million in potential savings identified only as "in-camera items."
The smart money says those items mostly had to do with potential staffing cuts, which councillors discussed behind closed doors.
Interestingly, nearly $1.1 million of this was on the "D list," which staff seemed loath to recommend.

It could well be that the discussion included preemptive budget freezing by freezing out everyone at the RiverRun for tonight's Guelph Lecture. Good way to promote the facility.
