The report card was based largely on data from the so-called Sunshine List, the mandatory annual disclosure of those employees earning more than $100,000. It includes a "fat cat ratio" of Sunshine Listers to average citizens and the number of households it takes to pay one person on the list.
Not surprisingly, city officials are condemning the report as flawed and relying on other studies which paint a much brighter picture of Guelph.
